Secca di Libeccio is the south-western continuation of the granite ridge chain that runs out from Secca dei Dotti through Secca di Mezzo, with a maximum depth of 30 m. The dive works around the boulders of the secca, threading a few good passages, and the Italian Wikipedia article on the protected area names this secca as the place with the Roman anchors.

The dive
The secca is the south-western link in a run of granite ridges that begins at Secca dei Dotti and continues through Secca di Mezzo, described by the park as one long succession of granite relief. Maximum depth is 30 m and the park asks for a second-level certification, so the dive is planned around the boulder field rather than around a shallow summit, and gas and time are budgeted accordingly.
Working around the boulders of the secca opens up a few particularly interesting passages, and the species the park picks out of the many on the rock are grouper, moray and the sponge-carrying crab known here as the granchio facchino. The Roman anchors the secca is known for are named in the Italian Wikipedia article on the protected area; the park's own card for the point does not mention them.
