The Sanctuary is Pamilacan's shallow protected reef, published at 5 to 20 m, and the gentlest thing to dive on the island: a vibrant coral garden in calm, clear water with almost no current, sliding into a steeper slope at its outer edge. It is a macro dive at heart — pygmy seahorses, pipefish, garden eels, nudibranchs and frogfish — and it is where beginners on a Pamilacan trip are taken.

The dive
This is the easy one. The reef is protected, the water on this side of the island is usually calm and clear, and there is rarely enough current to notice, so the dive is simply a slow crossing of a coral garden at between 5 and 20 m. At the outer edge the garden gives way to a steeper slope, and groups that want to can drift toward the blue along it before turning back up onto the shallows.
The interest is small and stationary, which is exactly what the conditions suit. Pygmy seahorses sit on the fans, pipefish and ghost pipefish hang in the coral, garden eels stand out of the sand and drop when you get close, and there are moray eels, trumpetfish, frogfish and a long run of nudibranchs through the hard coral. None of it rewards swimming quickly, and there is no reason to here.
For a trip that has already spent an hour on the boat and put its stronger divers down a wall, this is the tank that lets everyone else have the better dive — long, shallow, and busy. It is also the one that shows what protection has done for the reef: the coral cover on this side of Pamilacan is noticeably healthier than on the exposed sides.

Season follows Pamilacan: Nov–Jun is the workable season; the crossing is exposed and trips are called off on the wind, so Jul–Oct is unreliable.

The Sanctuary is. It is shallow, calm and largely current-free, which is why trips with mixed groups put newer divers here while the rest do the wall or the drifted Spanish Tower.
